A gang of youths were involved as they surrounded the hapless rider and forced him to stop and dismount at gunpoint on April 22, city police said.
Two of the suspects hopped on the dirt bike then abandoned the stolen vehicle near 4th and Madison streets after running into police.
Authorities said they recognized one of the teens, and arrested him the following day on charges of first-degree robbery, possession of a firearm during commission of a felony, possession of a firearm by a person prohibited, second-degree conspiracy, and criminal mischief.
The dirt bike was recovered, and officers arrested the 13-year-old the next day, the department said. He was committed to the New Castle County Detention Center pending further court proceedings.
